Bearded hens

I'm not sure about other states, but here in NY, during the spring season, any bird with a beard is game. So if one were to shoot a bearded hen, would they be killing poults? Do bearded hens even breed? Are they outcasts? http://www.realtree.com/forums/images/graemlins/confused.gif

During the spring season here only gobblers are legal, but the fall season gobblers or bearded hens are fair game.
