i applaud your desire for a healthier herd. just a little confused. I'm not knowledgable on the NJ game laws or the quality of habitat the deer have in your area. You are wanting the state to start planting food plots on public land to try to increase the amount of forage available? Great idea but the planting and maintaining large amounts of food plots is pretty darn expensive. The state would either need to recruit more hunters and increase fees or start charging to hunt on public land to pay for these expenses.

plus better game laws(number wise/more does more mature bucks)

You are wanting more numbers of deer? I don't know the deer population of NJ but if all you have are scrawny deer then that is usually a sign of a too high deer density. The increase numbers have depleted the natural forage available and therefor you have smaller deer. I would think increasing the doe harvest and having an antler restriction program would be the best solution and trying to get a good balanced sex ratio and and getting the natural forage back to carrying capacity would be the solution. That might be what you are saying and I just read your post wrong.
