This next spring we will be putting in our first spring plot... Would you recommend a high nitrogen content or stick with a 13-13-13 I use for the fall plot..??

I would go with the 13-13-13.

dogdoc is right on the money. Dependant on what you are planting, triple 13 could be all right or all wrong!. I have mentioned on this thread many times the importance of thorough soil analysis. With a test result from your local cooperative extension, you can sit down and discuss what you are going to plant and what your requirements for fertilizer actually are. The soil tests are normally not expensive. The required fertilizer may be cheaper to buy than a generic blend, and you will get a better yield from your seed.
For ex: most good farm stores will blend say, a 0-10-20 which is obviously a little cheaper than a 13-13-13. Mind you I am just tossing numbers out as an example. Improper fertilizer can do more harm than good. The $12 I spent last year saved me a lot of money. I had planned on putting several tons of lime on my 25 acre field when in fact the soil analysis came back with a 7.2 PH! Had I not done the proper tests I would have wasted the money on lime as well as really hurting the soil.

Did you do a soil test also? Costs a few bucks but can save you hundreds
