I saw on the news that in England there was a recent court ruling that allows criminals, including the ones currently in prison, to vote.

Yeah, I seem to recall Sen. Hillary Clinton floating that trial balloon a while back. Don't think it caught much traction at the time, but make no mistake that she represents a certain segment of the political spectrum that will do absolutely anything, including allowing convicted felons and illegals to vote, to gain power and win elections.
